Expert in Project Management, Monitoring, and Evaluation
Azer Sardarli is a highly qualified expert with over 20 years of experience in the management, monitoring, and evaluation of projects funded by international donor organizations (World Bank, European Union, UN, UNDP). Born in 1981, he graduated from the Faculty of English Language and Literature at Western University (2003) and is currently continuing his studies at the Faculty of Agronomy of the Azerbaijan State Agricultural University.
Scientific and Professional Career:
• Career Path: Currently, he serves as an advisor to the PIU (Project Implementation Unit) head in a World Bank-funded project at the Ministry of Labour and Social Protection of the Population. He also served as the Director of the Agrarian Training Center of the Agrarian Services Agency under the Ministry of Agriculture.
• Management Experience: He worked as a Monitoring and Evaluation Specialist in the World Bank-funded “Agricultural Competitiveness Improvement Project” at the Agrarian Credit and Development Agency (AKIA).
• International Representation: He has led infrastructure and engineering projects as a country manager and project coordinator for global companies such as “DAR AL-HANDASAH” and “Consolidated Contractors Co.”
International Projects:
• Global Expertise: He has participated as a local expert and consultant in agricultural and regional development projects of international organizations such as UN FAO, USAID, GIZ, and USAID/Mercy Corps.
• International Specialization: He successfully completed international advanced training courses in project management in Dubai (SETYM International), monitoring and evaluation in Kuala Lumpur, and labor markets in Saudi Arabia (The Global Labor Market Academy).

Azer Sardarli possesses professional knowledge in monitoring project implementation, evaluating key performance indicators (KPIs), and managing communication between government agencies and international donors. He is fluent in English and Russian, and has varying levels of proficiency in Armenian, Turkish, Persian, and Arabic.
